Saudi Incentives for Foreign Manufacturers

Industrial grants and project financing for foreign manufacturers, with the eligibility and funding conditions to check first.

Start with eligibility

Saudi Arabia offers financing and incentive programmes for industrial investment by local and foreign companies. The support available depends on the activity, product, location and project assessment. Companies should establish eligibility before treating an incentive as part of their committed funding.

Industrial grants

The Standard Incentives Program targets products not yet manufactured locally in Saudi Arabia. Published support is up to 35% of eligible investment costs, with a ceiling of SAR 50 million per project. The grant has conditions for construction and production; the timing of payment matters to the project's cash flow.

Project financing

SIDF provides medium- and long-term financing for industrial projects. Financing percentages and repayment terms depend on the applicable product and project. Its application process assesses the technical, market and financial case, together with the borrower's documentation and solvency.

A funding plan should account for equity contributions, working capital and disbursement conditions. Financing approval and payment are separate steps.

Site and tax considerations

Industrial land, utility access and logistics should be assessed for the specific location. Special economic zones offer incentives under their own rules. A manufacturer should check its permitted activity, tax treatment and customs requirements before comparing a zone with a mainland location.

Preparing an application

MTSI Solutions supports foreign manufacturers with eligibility screening, feasibility studies, financial models and financing applications. The work connects the investment case with company establishment and the practical requirements for operating in Saudi Arabia.
