Advantages and Incentives for Relocating Manufacturing to Saudi Arabia
How to assess Saudi manufacturing incentives, financing and operating costs before committing to a relocation.

Assessing a manufacturing investment
Saudi Arabia offers industrial financing, investment incentives and dedicated manufacturing locations. Their value depends on the product, site, ownership structure and programme criteria. A relocation case needs to test these against the cost of serving the market from the company's existing facilities.
Tax and VAT
The tax position depends on the company structure and activity. A foreign-owned manufacturing business should assess corporate income tax, withholding tax and VAT obligations before choosing its structure. Special economic zone incentives have their own conditions; they do not apply automatically to every industrial investment.
Export activity does not guarantee a full VAT refund. ZATCA's guidance allows a refund request where deductible input tax exceeds output tax and creates a credit balance, subject to the relevant rules. The financial model should reflect the evidence required and the timing of any refund.
Grants and financing
The Standard Incentives Program supports eligible industrial projects producing goods not yet manufactured locally in Saudi Arabia. Published support is up to 35% of eligible investment costs, capped at SAR 50 million per project. Eligibility and payment conditions need to be checked before a grant is included in the funding plan.
SIDF provides medium- and long-term project financing. Loan terms, security and disbursement conditions depend on the project assessment. A loan application requires a feasibility case and supporting legal and financial documents.
Location and operating costs
Compare industrial locations using the actual land offer, utility connection requirements, logistics routes and workforce needs. Energy savings, land subsidies and input-cost advantages should be supported by project-specific quotations. A general country comparison is not enough to estimate a plant's operating margin.
For a European company, the model should also test currency exposure, including purchases and funding in euros. A riyal-dollar peg does not remove exposure to other currencies.
Preparing the decision
Start with the product and customer market, then assess capacity, capex, site requirements and the proposed legal entity. Model the project with and without unapproved incentives. This shows the effect of delayed funding or a lower grant award before the company commits to the investment.
